Power Steering Flow Control Valve

I'm in the process of replacing my power steering pump and lines. I read in a couple threads that the control valve should be transferred over from the old pump to the new one. After I removed it from the old pump, it looks like just a flare fitting adapter with an orifice (for restriction maybe?) rather than any kind of valve or actuator.

The A-1 Cardone reman pump (20-864) I bought already appears to have such an attachment. Does it really need to be replaced, or does this only apply for variable steering effort Roadmaster/Fleetwood? IIRC, isn't the Caprice p/s system calibrated a bit differently? There's no explicit mention of it in the factory service manual or Haynes manual in the pump replacement section.

Given the fact that the old pump's bearing fractured (in fact I was able to pull the entire pulley shaft out by hand) I really don't want to reuse anything unless I have to.

Thanks. Now if I could only figure out a way to get any of these flare nut threads started, I might have the slightest chance of getting the job done today.
