The internal skeleton of the mirror is undoubtedly broken or the hinge is broken.
You'll at least need to take the mirror off the car and take it apart to fix it.
If its broken, you can order a new one at autozone or ebay for about $40.
Okay, thanks. All the controls work and I can swivel it without problem. I was hoping it was a safety feature that could be rectified. I will seek one out on Ebay.
I know most people prefer these 95-96 mirrors, but I actually prefer the 92-94 version.
