SEM is great stuff as juniorwatson pointed out, but you'll never get a smooth shiny dash using it.
The grain or texture would need to be filled and sanded, probably in several coats to prep for a gloss paint.
There might be a layer of fiberglass applied for strength prior to filling and sanding. Either way, if you don't have a smooth surface before paint, you won't have a smooth surface after paint.
Word of caution:
You might want to take an hour drive on I10 westbound, at about 5:30 in the afternoon, to decide if you REALLY want to do this.
You never see gloss dashes from the factory on any car. There's a reason.
