The 96 is OBD II. The reference you made is for O2 simulators which will fool the PCM into thinking the reading are correct and the car will run fine. The problem is for inspection. If it's visual it will not pass. I would add a pair of cats into the purchace price and instal a set. I've seem them aftermarket for about $190 each and another $80 for two O2 sensors and mabye $100 for labor.

Thanks for the kind words.
I saw his state as being California and that he had No cats rather than gutted cats and thought they may have very strict emmision testing. But he would know best on that.

A 96, with no cats will run just fine. It will pop a CEL that the second set of O2's see a problem. That's all they do, is check on the shape of the cats. They give the engine no feedback, other than that. I did this on my 96 Gold Caprice, and it runs great. I just drove it today, and the thing is a strong runner. It has been without cats, for over a year now. I keep meaning to do the OBD-I conversion so the CEL will go off, but I have not tuned the PCM I have for it.

I don't know how tight the laws are out there, but you might be able to pass with a set of replacement high flow cats, which are about $80 each. Or, you could always post a wanted add on here, looking for set of stock cats. A set from any 94-96 will work. If they come off a 94/95, you will just need to add the O2 bungs after the cats. The O2 boxes he mentioned, are most likely these, or something like it.
