Actually, just the opposite, 23 for the sedan and 21 for the wagon.

Yep, my 96SS hold 23 gallons for real and per the owner's manual. Trust me when I say that I found out the hard way that it doesn't hold 23.1 gallons. When my gas gauge gets to empty, open the door and start walking.

Oh yeah man, you could be riding dirty. Drop the tank and you could finance a dual-turbo!

Sh!t i am going to have to look into it now i didn't think about that. The car "did" belong to a Goodfella and he already had $ invested into it. If y'all see me upgrade to a twin turbo you already now were the funds came from.
it dose have the airbag mod but nothing was in there.

hmmmmm. I'm not sure where those other 2 gallons came from, I know it was empty but 2 gallons is a significant increase, even if everything was empty. I wonder if that gas station was measuring incorrectly. (which is illegal)

I agree. I replaced te pump and the tank was completely dry. It took a little over 23 gallons with car on flat pavement. I would suspect a shady gas station if you were able I put 25 gallons in.

The '91-'96 B-Body sedans and wagons used the black plastic gas tanks, 23 gallons for the sedan and 22 gallons for the wagons. The plastic tanks are lighter than metal ones would be, but can be harder to repair. These tanks can also sometime cave in and block the fuel pickup when the inner liner gets warm after hours of driving.
The '80-'90 B-Body sedans used steel tanks with a 25 gallon capacity, the wagons have a 23 gallon tank. These steel tanks fit and mount in the same way the plastic tanks do. On the sedans, the steel tanks will give a couple extra gallons. I think the steel tank would be an upgrade for both sedans and wagons; allowing for better baffling if you cut it open and install some. Spectra makes new steel tanks for about $100, and there are a stupid amount of used tanks in junkyards. One thing I'm not sure about is the mounting ring for the pump and sender unit. Rock Auto shows Carter # TLR9 for the plastic tanks, and Carter # TLR7 for the steel tanks. I don't know if the later pump and sending unit style is directly compatible with the earlier steel tanks, or if some minor tweaking makes it work.
