Growl/winding sound

When I apply the brakes, I get this winding/growl sound that gets lower as speed is decreased. All 4 rotors/pads/calipers were replaced recently, but still have the noise. It also has a similar sound when turning the wheel to the right, even when turning just slightly on a right sweeping turn. The tighter the turn at speed, the louder the winding/growl is. Are the two sounds related to the same problem? Any ideas what I should look at next?
