Default 95 caprice tag light melting the rubber socket

so I just got pulled over for my tag light being out and when I went to change it the bulb was black and the rubber was slightly melted to the bulb. Should I trim back the rubbe so it doesnt touch it anymore? I didnt realize that little light could get that hot.

Just stick another bulb in it.

Or,find/use an appropriate LED.
