How else can I verify that the wires aren't shorted together?

That's good. But that's only half the test. You also wanted to disconnect that small wire at the transmission end that you used to short the connection and measure the resistance at the "A" end without that wire. You should have a high resistance ... an open circuit. That will verify that you do not have a short circuit in that wiring harness (open), and ... that both wires are good (with the small shorting wire). There are other ways to do it, but this makes it easy when the wire ends are far apart.

I went out and checked the wires again. The yellow wire (A32/VSS Signal) had 1.4 ohms while the purple wire (A31/VSS ground) had 1.2 ohms.

By the way I'm reading your post there shouldn't be anything attached to the wire at the tranny, just disconnected... Am I supposed to just leave it hang and not have anything to it? If that's the case I can't get a reading off my voltmeter.

What I did was run a separate wire at one of the tranny wires to the frame and then stuck the (+) lead on the voltmeter into the PCM connections and put the (-) lead on the frame of the car. Did I do that right?

You said that I should have a high resistance when doing so.. Since it's low/ the same as doing it when connecting the two wires together does that mean I have a problem with the wires?

No, I think your wiring is good. I was suggesting you disconnect the connector at the VSS and read the resistance across the A31 and A32 connections ... they should be "high resistance," an open circuit. I think you are saying that is the case ... that is correct ... the two wires are not accidentally shorted together somewhere along the way. That was the test you were looking for.

It sounds like your wiring is just fine.

If the VSS is good, the swapped in PCM will tell you in a heartbeat. If you swap PCMs and still have no odo, speedo, or CC ... the problem points from the PCM connector on back (connectors or VSS as your wiring seems fine).

Nothing as of now.. The wiring is all good and no problem with the sensor. I'm going to be sending out a different PCM to get tuned when I rebuild my tranny, new converter, and bigger gears. My only guess is that the PCM in the car right now is the culprit. I will be able to report back later.

Any update on this?

FYI: 94-96 LT1 cars do not have a DRAC. The PCM does the work internally that the older DRAC / VSSB did in the past.

In case people are wondering...

Digital Ration Adapter Controller (DRAC) and Vehicle Speed Sensor Buffer (VSSB) are both electronic devices that simply convert the input AC signal (from the VSS) to a calibrated digital DC signal. The DRAC sends 2,000 digital pulses per mile to the ECM (Electronic Control Module), 4,000 digital pulses per mile to the cruise control module, and 128,000 digital pulses per mile to the ABS (Anti-Lock Brake) computer. 1990-1991 vehicles should have the DRAC, and 1992-1995 vehicles should have the VSSB unit. (referencing GM Trucks and SUVs)

No, I haven't done anything with it because I haven't been driving it. Just this week, I bought a 94 Caprice LT1 with a WORKING dash. I am going to be trying different options between the cars and see what happens. Work has been busy and I am in the process of moving so no free time right now. Hopefully soon though.
