corvette LT4 composite valve cover install question

I'm soon going to be installing a set of LT4 composite vette covers and found that the cover bolts should be torqued to 106 lb-in.

Now since these covers go on in a 2-piece fashion using a stud to the top of the head and then these valve cover bolts into that stud do I just install all the studs at that torque, put covers on, and also torque down the cover bolts to the same torque?
Or is it more snug up all the studs with the proper size allen key using the more torque applying orientation (maybe a dab of loctite also?) and then 106 lb-in for just snugging the cover bolts?
One other thing I wanted to double-check on is that these covers do go on the heads dry from the gaskets looking to be silicone?
