My brother's 1996 caprice wagon's blower fan only runs on the high setting.

I distinctly remember this being an issue on the old 9c1.com website (that's gone too). I'm sure pre-data loss, this forum had info on it, but it no longer does.

Can anyone recall the fix ?

It's the resistor pack, attached under the blower motor (just a few screws -- 3 I think, holding it on, passenger side under dash). The resistors corrode, until they are useless. Having it on the HI setting bypasses the resistors, so it runs. A cheap, easy fix. Part number 52455732 from any GM parts source.

Wirebrushed my resistor down and soldered it, works flawlessly now.

how did u do this and where is da resistor located at. my bower is do the same thing

Blower motor runs on high because the High setting runs off a relay, not the resistor pack. Replace the resistor pack or try and soldier them.
