Galls used to carry a cleaner for emergency lights. I would contact either your city maintainance or the local police equipment shop cause they should know what it is. Even though the emergency lights are Lexan, I would figure it would be do the same thing. Oh BTW, have you tried windex or something similar to that?
For general cleaning I just use my 100% cotton wax towels (clean, lint free) with just a spritz of windex, then buff with a dry one. For water spots, Mothers brand makes a plastic polish. It works really well. it took out the spots and scratches in my headlight covers, and is non-abrasive.
