probably a simple question for most but I am alittle lost.

If you had a shortblock with -18cc pistons and you had a shortblock with -13cc pistons, how do you tell what kind of HP your gonna gain or lose?

Basic point....... the engine build I read on had the vortec shortblock with -13cc pistons. They bolted on 58cc heads to achieve a compression ratio of 10:1.

I have a buddy with a brand new vortec block that has the -18cc pistons. Whats the big difference when it boils down to it?Do I need a different CC head to get to the 10:1 compression or will the 9:6 compression yield the same performance?

The difference between 9.6 and 10 will be minimal at best. cam selection and heads will be more important. The most important thing is to have fun building your own engine good luck!!
