Anybody have an idea why the serpentine belt may be behind the crank? Is it something that has to be changed?

Nobody can tell you why your belt isn't installed on the pulley, but it should be.

It's fine. An underdrive pulley installed properly. That crank damper rubber ring looks pretty tired; whoever drew the Xs on it was smart. It wouldn't hurt to replace the damper; I don't know how the damping ability is hindered by a ring in that condition; the other big concern is that outer ring coming off and damaging the car (or someone else).

Damper Doctors can rebuild your OE unit, I would go that route over a Chicom made unit. Dayco makes good belts and offer a balancer for the LT1. Might be worth a look.
