What car do you have? Is the problem ocurring when you have the car running, or off. Do the courtesy lights come on when you open the door? Get your VOM out and the FSM then start trouble shooting. There are some guidelines in the FSM(not Haynes). It is probably a component, not a wire. You could try replacing the dimmer switch, beyond that you need the FSM.

Sounds like you have multiple unrelated problems as the high beams, cruise control, and interior lights are all on different circuits. For the highbeams my best guess would be the headlight dimmer switch is bad, and if its bad then a good upgrade would be the Cadillac flash-to-pass dimmer switch(why GM didn't put it in Caprice/Roadmasters is beyond me as even my '93 Escort LX has the FTP feature). As for the cruise control could be a bad cruise module under the hood, a bad cruise control switch, or a broken wire somewhere. Could also be a bad fuse.

As for the interior lights, a lot of the 9C1 caprices the lights don't come on when the drivers door is opened up, by design(the switch for it is missing). Do the interior lights come on either with the interior light dimmer switch or when any of the other 3 doors are opened? If so you would just need to get a switch for the drivers a-piller. If not then the fuse for them might be blown. I would say look to make sure there is a door light switch for the drivers door, that none of the fuses are blown. Like Fred said get a copy of the factory service manual set for your car as they are an invaluable tool for tracking down car problems. is the vom the car owners manual?

You need a digital volt ohm meter. The FSM is the factory service manual
