Does the suspension need to be loaded when doing the final tightening of the front shock bolts?

Are you sure? Because ever since I changed my front shock, I've been feeling some kind of rebound going over bumps. It's like a tap-tap, tap-tap, I feel in the pedal when I drive over bumps.

The new stiffer shocks may be acting as a pivot, causing the worn A-arm bushings to deform, or even fail. This could allow the bushing sleeves to touch the mounts which may transmit to you foot via the pedal.
