Fans staying on could be a bad CTS or a bad connection or broken wire.

A/C not running without jumping should be low on refrigerant.

Does it still over heat? If so, water pump may be bad.
I just had a customer bring me a car which kept overheating within a minute.
Took front cover off water pump... All impeller blades had rusted off.
New water pump and good as new.
Just something to check.

CTS=coolant temp sensor. On front of water pump

If you are not original owner///maybe PO wired fans direct to circumvent instead of repairing something else…..like the fan relays.

Are there 2 fan relays in the underhood fuse block on passenger fender?
