Your Flashmasta pcm looks like a used pcm off ebay, at a markup, in a nice case.
If you're gonna do a used pcm, car-part.com.
Do you have your tuned file already? If not it should not cost more than $200 to tune your pcm.

Don't pay more than $200 for having the tune installed onto your OBD1 pcm.
If I were to get a used pcm, wouldn’t I need to get it flashed to my VIN? If so, where do I get that done? At those prices, does it make sense to go all in on the 0411 pcm conversion from TH?

It only needs to be flashed to your VIN IFF your car needs to hook up to a govt computer to pass an inspection.

$100 or LESS for a used pcm from car-part.com (RoadMaster, Fleetwood, Caprice 5.7L, FireBird V8, Camaro V8, 'vette - 16188051)
$200 or LESS for a tune to suit your car to be installed into that pcm

Okay thanks for clearing that up. Thought it had something to do with the actually having to make the car run.
I guess I’ll just grab any used pcm that works with these LT1s.
What's your axle gear?
What's your rear tire size?
A 4door or 5door LT1 pcm may not have the correct axle gear and/or tire size; the speedo will be off.
A 2door or 3door LT1 pcm will have other issues as well ...

I got a replacement PCM and it still has the same issue.
Did you fix the oil leak that was leaking into the Opti-Spark?
Did you replace the Opti- Vent & Vacuum Harness (12555323)?
At least check that it works, maybe unclog it?

If it's NOT the pcm, starting to think this is a wiring / connector problem ...
