Do you know what car/truck it was?
Was the road unlit?
What was the speed limit, how fast was she going?
Was it a straight road etc.
I'm not arguing the point but I do have to bring in the fact there are multiple factors involved. For instance if she wasn't able to catch what type of car it was it could easily have been someone who had their high beams on. Obviously I don't expect these questions to be answered since it is a pretty traumatizing experience she went through so I hope she recovers well from it but without having the full context we just have word of mouth to go by.
The reason why I run it? I'm in a 4500 pound 27 year old car, if I'm driving like a blind mole that isn't exactly doing the public much favor either. So unless someone can do a proper A/B test with our cars and prove that the stock lights can provide as much illumination on the road I'll be sticking with what I have.
You could bring up insurance, but then you can bring up the same point about any modification, like removing ABS, removing the stock wheel, different wheels, or a big ol' 396 motor etc that all compromise the stock driving dynamic of the car, for better or for worse that doesn't really matter to insurance.
