I have a buddy that has a 94 Caprice that we are having problems starting. It will crank but will not start. We are not getting a spark from the wires at all. Replaced full pump with no fix, replaced ignition coil no fix, replaced ignition module no fix. Switched computers out in the cars and still nothing. I then tried to check for trouble codes but with datamaster program but it was unable to connect to pcm. I then checked the fuses in the underhood fuse box. We are not getting power to the PCM/IGN fuse on either side. What would cause the pcm not to get power? Is there a way to jump power to this fuse or reroute it?

Probably first place to start, is pry Fuse Block out of box, to insure hot pin is good connection to wire.
You may need to backprobe hot wire to see what/where is causing cutoff of power.

Wiring Schematic may be helpfull.

Check the fuses in the car.
I bet one blew either for ignition gauges or something.
My car is not with me so I cant check.

I don't know about the 94 Caprice, but the 96 schematics show that fuses #4 (EMI),#5 (PCM IGN), #6 and #9 (Fuel Inj)are all powered from the same connector joining the body harness to the engine harness. This is powered from the ingnition switch.
The same connection on the ignition switch powers fuses #13,11,15,14,and 12 in the I/P fuse block, inside the car. If these latter fuses have power then your ignition switch is probably OK and I'd start backtracking from the underhood box.
