No Start After on blocks

I have a 94 roadmaster wagon with 170xxx. I was putting new brake lines on to the rear so I had the car jacked up on the driver. I had about a quarter tank of gas when I did this. Now the car is set flat and it won't start at all. After turning it over it will sputter for about a sencond and then die but thats all I can get. I don't know if this is a related problem but it used to be that when I got down to about a quater tank of gas and went around a turn the car would not get gas for a second and then pick right back up as the fuel flattened out in the tank. The gas guage would aslo follow what the fuel was doing by going down to empty then popping back up again. Any help would be appriciated.

you sure your not out of gas? Do you hear the pump run?
A quarter tank can be out of gas. Check your putput from your level sender in the tank.
