on my passenger side my tire shows wear on the outside, close to the wall of the tire.
is this due to bad alignment?
car is a 94 civil. caprice, stock height with ss rims and continental tires.

Does it pull to the right? It is hard to tell without putting it on an alignment machine. It could be a partially broken belt, or a major camber issue. Look at the camber adjusting shims on the passenger side. Check for missing shims...there will be a gap where the shims are supposed to be. If they are missing, that is your problem.

I've had this problem with cars in the past and was always under the impression that uneven tread wear towards the outer side of the tire was either an alignment issue or under/over-inflation?

over inflation will wear the center of the tire, under inflation will wear both edges of the tire.
