Havent posted here in a while but this new problem is getting to me so i figured i would see what you guys think.

so my 95 caprice is having a huge problem with staying revved at about 2-2.2k rpm. even when it is in neutral. i have replaced the MAS the MAP the TPS and the IAC and it seems to be getting worse. could it be that my PCM is going bad or is there some other thing to check out? and if it could be the PCM being bad where can i go to get a new one that can be tuned for the lt1 weith the t56

Fuel pressure been checked, filter fairly new? Cat's not shot? Does temp make a difference? Give us some more to go on. Bad PCM's can do alot of strange thing's, but they don't slowly go bad as a rule.

Cats = catalytic converters

You need to check fuel pressure FIRST, and the condition of your spark plugs and wires. PCM's rarely go bad.
