I just wanted to ask if there is a way to prep the steering wheel before paint or dye. Im assuming that SEM dye is still the overall favorite but the wheel is down to the black foam in alot of places and has finger goo on in. Any suggestions?

Get a new leather cover for it a la wheelskins or similar. Once the leather is gone like in your case dying is not going to bring it back.
