·Recently I had a a puncture on the tread area repaired on a M/T ET Street tire but have not used it since. I had a patch put on bit it still leaks a little. Are these tires still safe to use after a puncture? Or is the tire junk?

·As is, I wouldn't trust it.
However, it should be "OK" with a "plug/patch". This is where you dismount the tire from the rim, and install a patch from the inside that has a plug in it as well. Those seal up VERY well, and should be fine for the life of the tire.
