I have posted the procedure on here and gmlongroof.4umer.com. Repairing the antenna requires replacing the cable and/or mast. If you get a replacement cable, you will have to make sure it slides into the mast without binding. The replacement masts usually need a little massaging to fit properly. Make sure the blocking tooth on the small gear is in the correct position (up), and assemble the mast in the up position.

Double-check the antenna relay, if you haven't already. It is in the upper left corner of the convenience center under the dash, where the flashers are located.

Also check the wiring harness plug between the underhood fuse box and firewall area (passenger side). I unplug mine, for example, to prevent the antenna from ever going up/down (prevents wear). 99% of the time when I use the radio, I'm either playing a CD or using a bluetooth adapter. So I rarely need the antenna. I may run it up and down once per year just to prevent stiction.

If the car is fairly new to you, maybe the previous owner just unplugged it for the same reason. Pulling the relay or unplugging the harness accomplishes the same goal. Except I'd be afraid of losing the relay. LOL.

Always check the simple things before firing the parts cannon.

Also if you plan to do lots of work on your car, get a Factory Service Manual set (aka FSM). It has diagrams, instructions and torque specs for all of this kind of work.
