Rules clarification?

I was just wondering what constitutes the following...

"Valve size change and/or head modifications"

I understand the valve size change, but since it was explicitly stated as valve change, does that mean that a head modification is just porting/smoothin of paths, or does that also include modification of/to pushrods, rocker arms, valve springs, etc.?

My interpretation of it is that if the head is anything other than what came stock on the car (stock unported iron heads, stock size valves, stock springs, stock pushrods, stock rocker studs, stock rockers) it would be considered a head modification.

So a "head swap/replacement" and a "head modification" are considered equal? Hmmm....

If I was asked to make that call, I would say it applies to something that modifies the HEAD, e.g puts a grinder or mill to the head, which would include porting, polishing and larger valves but would not include rockers or springs. It would also include any head swap, e.g. any form of aluminum heads.
