Vehicle Speed Sensor (VSS) is broken. Last time I bought one it was like $35 from GM. Either replace the sensor or check the wiring to the PCM (computer). It's located on the tailshaft housing of the transmission on the passenger side. It may be obstructed by the crossmember (at least it is on the '94-95s).
