Anybody know where to get a filler panel for the tailgate. I know I can cut a piece to fit. But it needs to be a convex piece (or concave if you look at it from the back). I don't have a way of doing that.

If you don't have the tools or expertise, you'll have to take it to a rod shop (or buddy up to a guy who can). There are no commercially available fillers for the license plate area at the current time.

Since you have no "proper" metal forming tools, you could form a flat piece of 18ga cold rolled steel over a welding gas cylinder, or your thigh,or something else with similar radius, any of which are "proper" metal forming tools in my shop. Its not that tight of a radius. Youd be surprised what you can do with some elbow grease and a hammer and ordinary things laying around. Just keep fiddling with it until it fits. If this still isnt possible for you, you could go to wrecking yard, find another gate, and snatch the sections either to left or right of lic plate recess to be your filler. Also from what I understand, the tailgate on an S-10 or Tahoe is the same radius as well, tho I might be mistaken. Im sure someone else will chime in with further info.
good luck

I kinda dropped the ball on this one guys, sorry! It's been a heck of a few weeks. I finished a template last week so that I can make some faster with a buck rather than building each one separately. First one I cut down to where I would weld in the piece. On the final product I will probably leave that finesse up to the owner as some may not be as proficient at welding. I should be able to quote a price after this weekend.
There isn't a ton of "forming" in the aspect of it being a shallow curve on the body but sometimes those are the hardest to acheive.
