I wanted to get some insight from the pros on this site. I have a 95 SS with Lt1. The only mods are cold air intake and Flowmasters. I was told going to a 58mm throttle body would make a great difference in my performance. Is it worth it? would I need to do any programming?

You won't benefit from the 58mm, or even the 52mm TB with the mods you listed.

Wait until you do something to increase the amount of airflow that the engine can take, (cam, or headwork) and get a f-body 3.5" MAF before planning a TB upgrade, then it will be beneficial/worth it.

Programming is mandatory with the TB upgrade as well, also the 58mm TB will require the intake TB ports to be opened up to 58mm, as they are only 52mm stock.

As stated above, you have a long way to go before you need a bigger TB. The 'pro's' on here, that have BTDT usually say to start at the rear and work forword, gear's, TC, a PCM tune,a good 2.5" exhaust with an X or H pipe. Doing it this way will allow you to 'feel' the engine mods when you get to that point.
