Just receive from ebay upper rear arm and measured distance between center of holes.
I get 288 mm what NOT correct for that part#.
283mm is correct according to parts catalog.
So, what's wrong with arm? Or maybe my measurements incorrect?

As you say that number is supposed to be 283
I might be stating the obvious,
When measuring , because the two holes are different dia you can't just go inside to outside .

Measure outside to outside PLUS inside to inside DIVIDED by 2.

IF they are indead wrong and difficult to send back due to your local , modifying them would be simple matter of moving the axle end the 5mm.
Weld washers on in the correct position then file the hole.

Well, if you are putting in a pair , my recommendation,
Make sure they are the same ( the pair )
Compare to the original arms length.
Either ,
• Just put in and try ( worst MIGHT be harshness on accel )
• Go through all the crankshaft- driveshaft- pinion angle checks to find the optimal arm dimension
• Modify the arms by stitching washers on and move the holes.

There were actually 3 different upper arms. One was zero which was the standard length and then there was a Plus arm which was a tad longer and then a minus one that was a tad shorter. So the issue might be they put the wrong number on them thinking they were all the same. I forget the exact amount that they were longer and shorter but it was not much.
