Unplug it. It needs fresh air.
Think that's a Charcoal / Evap purge solenoid.
Someone'll correct me soon enough - but unplug it anyway.

Note: sherlock9c1's corrections

It has vacuum
That is actually the EVAP vacuum sensor switch, added to the '96 model year for OBD2 compliance. The EVAP control solenoid is a few inches farther back on the intake manifold. The cap shown in the picture needs to be hooked up to one of the connections on the evap canister located under the battery tray.

It is common for the evap hoses on these cars to rot out, both around the evap canister and also to break above the rear axle. It's likely the previous owner just capped it off. I would recommend removing the right front lower plastic splash shield and replacing all of the EVAP hoses with fuel-rated rubber hose, then check under your rear axle for the right-most hose and see if it's broken. Go ahead and repair it. Then your EVAP system will work properly, protecting your fuel tank from overpressure or vacuum, and giving you better fuel mileage.
Looks like they took the canister out is that the reason I get a gas smell ? Should I leave that valve un plugged or plugged for now until I get it all fixed
Hardly matters since the system was ripped out by an idiot who had zero knowledge of what it did.

Leave it plugged until you get the system fixed. You can buy the canister and purge valve and replumb eveyrthing.

All I need is the canister and make up the lines ?
yes just get a new canister and buy some bulk vac hose the size you need. Typically there are various plastic hose couplers, elbows, etc in the HELP section (Dorman) of auto art stores that have them.
There are tons of threads about this. Make sure you are looking at 1996 information.

If you have not had the car professionally inspected you might want to. There may be more issues and you might want to know about them and their costs. These cars are computerized but many issues require physical testing.

Get a factory service manual.

Here are some links to pictures in forum threads about the EVAP. Diagrams and pictures of hose routes and part numbers.
