i noticed that when im going to come to a comlete stop the car starts to shake and vibrate as its coming to the stop. but i tried it today and put the car in neutral when i came to a stop and the car stopped normally with no vibration and no shaking. so i was wondering if the tranny might be at fault here.

If the Torque Converter Clutch is staying locked, then yes.

would the torque converter also be responsible for hesitating to shift from 3rd to 4th gear. because its been doing that also, i have to step on the gas alittle bit more in order to shift. all the other gears shift fine.

No. The behavior you describe could be a broken 4th accumulator piston.
