I found it loose up under the steering column.
Is it just a wire loom of some sort? Or ignition switch part?

It is probably part of the connector for the turn signal switch. It is supposed to clip onto the side of the steering column.

No problems with the gearshift or turn signal.
But I am having ignition switch issues, which is why I wondered about that specifically.

I'm putting the column back up after replacing the ignition switch.
If anyone can clue me in as to how this part gets installed I'd sure appreciate it. :confused:
I've seen it in the FSM but the diagram isn't very useful on where it actually goes.
A picture would be worth a thousand words...

I looked through the FSM, and could not find the part. I believe it goes to the connector (95 in the FSM) for the turn signal switch on the side of the column, as a safety catch. I am not sure how it is oriented. I do not have a picture, but will try to remember to take one when I have a bare column available.

that looks like an electrical connector locking clip, it inserts into the appropriate connector from either front or back to lock the terminals in place.
each leg slides into a terminal hole and the clip locks into place.

Aah, yes it does look connector-ish.
It's on page 3F5A-15, Figure 29, part 74, retainer, cable.

The solenoid has a cable, maybe on that?
