That rear quarter is no easy fix, that estimate seems right, if not too low. Most insurance will total it out if it's any more than 80% of the value, so you could very likely be looking at a total loss.
As for uninsured, I kind of find it hard to believe that the trooper would have let them go. I thought when that happened the vehicle was immediately impounded. Something seems amiss here. I guess you will know for sure when you get the accident report.

One thing I do like know is that at least here in TN, but believe its national law now is that even if you only have liability on your vehecile you also have Uninsured motorist. so if it ain't your fault your insurance takes care of it and sues them theirselves.
Uninsured motorist only insures your passengers for medical, if the other driver does not have liability insurance. You have to have collision to get your insurance company to pay for your car.
Try taking it to your local tech school that does auto body repair. I bent my door, and put a crease in my fender...total bill is less than $200 (plus the parts I got from the JY). They are also putting in a radiator core support, a wheelhouse, and some other odds and ends. Labor is free, because they are students. You only pay for paint and supplies. If the paint comes out less than acceptable, you could have it repainted by a professional.
I see a lawsuit in the making. The girl should get a ticket for driving without a license, and either reckless driving, or improper lane change. The girl and her dad should get tickets for no insurance, and you need to get an estimate for the lawsuit. Maybe they would give you the car she was driving, and the one her dad drives. Or, maybe they would replace your car with another one like it (you would then know what it is worth). Do not tell them if you get the tech school to do it cheap, because that would be considered enrichment, and the court does not allow that. You have to go after both of them...her for the accident, and no DL, and her dad for lack of parential supervision, and all the other things mentioned above. The father is ultimately responsible, for the incident, for allowing her to drive under the circumstances (or not keeping the car secure from her).
When you win, you can put a lein on anything they own, and you may even be able to attach their (the father's) bank account. Ask for court costs too. If they have nothing, you will have to get it on Judge Judy or Judge Mathis. They have a pool of cash, and the winner gets up to the legal limit in their home state.

You can have a lawyer write them a letter. That should give them a thrill. Make sure you have all your ducks in a row before you go to court. Get some of her paint samples off of your car, so that you can prove it was her car. Make sure you get a copy of the police report!!!!!!! Did you take pics of her car too? If not go get some at her house.

I really hope you got pics of her car. Did you get any witnesses? Witnesses are a huge advantage -- especially if you have anyone that can say she was texting or not paying attention.

the police letting them go happens alot round here.. one of my boys got t-boned right outside my house..lady ran the stop side hit him dead center on his drivers side.. lady wasnt from here, couldnt speak english, no license, no insurance, wasnt her car and her kid was riding in the front seat(was like 3yrs old).... cop didnt give her no ticket cuz she wasnt from here, and let her drive away.. didnt even make her prove whos car it was.. **** dont make sense..
omg Stupid ass kid! in Canada the police are not going to be letting ANYONE leave the scene of a accident if they don't have insurance BAM 5000dollar fine! Find out there info don't let your car be wrecked in vein.
