That rear quarter is no easy fix, that estimate seems right, if not too low. Most insurance will total it out if it's any more than 80% of the value, so you could very likely be looking at a total loss.
As for uninsured, I kind of find it hard to believe that the trooper would have let them go. I thought when that happened the vehicle was immediately impounded. Something seems amiss here. I guess you will know for sure when you get the accident report.
