Tuning / go faster mods for L99 ?

My 96 Caprice has a 88,000 mile L99 fitted.
Although I'd love to swop it for a LT1, I just don't have the spare funds.

So whats the simple mods that can be done to hop it up a bit ?

I assume a K & N air intake & after market exhaust to start ? I want to keep to simple & cheap bolt on mods.

If the shift points in a 96 as same as my 95, there's room for a lot of improvement/feel for part throttle just by changing those. Transformed mine with no other changes.

Bad news. This is a fact:
An L99 Caprice sedan, with
3.73
best 2.25" dual cat-back (2.50" is way too big for an L99, loose-fitting for an LT1)
headers (but if you can afford these, you can afford the LT1)
best cold-air intake (NOT a K&N)
programming (PCM Performance)
will lose the drag race to a bone-stock LT1 Caprice, unless it's a 2.56 wagon, RoadMaster, or Fleetwood, and even then, it's like winning the special Olympics - both are still retarded, but the L99 Caprice has way more money sunk in it.

The good news is that list is everything you can do to the car, while doing nothing to the engine; if/when you find the LT1, the rest of the car is ready … to break the transmission that was only sufficient for the L99 …

3.
The REAL bad news:
Either swap in an LT1 engine, or get an LT1 Caprice, RoadMaster or Fleetwood. They are all cheaper than modding an L99 Caprice to catch up to any of them - sorry.

(4. My ex would advise that you work on the car from the ground up; better tires brakes steering and suspension are ALWAYS appreciated at any throttle position, anywhere.
Extra power can only rarely be exploited in the traffic & badly maintained roads.)

Especially with an L99 Caprice, reprogramming completely changes the nature of the car; so much so, that once you get your car reprogrammed, you'll think it should've come from the factory like that.

Couple more questions;

1) Why not use a K & N cold air intake ? Whats an alternative ? I've seen a few cheap ones on ebay but thought k & n was better ?
2) Would a 2.5" cat back reduce performance ? If I fit 2.5" & (maybe win lotto) fit a 350 in the future, then systems there & wont have to be changed ?
3) How do I reprogram the car ?

Its a cruiser not a bruiser, so I know its not gonna be quickest car. I have a 57 Chevy for that ! If ever the 57 is sold, then I'll be looking for a 96 9c1 or SS
Caprices are pretty scarce here in the UK. 350 cars do command good money.

Oh, & its not all bad . . . . its got a 3;23 & LSD

1. You can, just not much if any bang for the pound. Factory is cold air already. I just added a K&N replacement element.

2. IMHO anything that makes it easier for the engine to breath and exhaust helps. I'm not one from the school of 'you need back pressure' You'd want to get the driver side heat shields though. It may 'feel' less peppy because now it's louder for the give acceleration.

3. Not sure of the difference in reprogramming a 96 obdII computer vs a 95. But the 95 is pretty easy if you have a laptop and some computer skills. You'd need a cable and some software. I use a Moates Cable, TunerPro RT to edit and log, and Winflash to read and program. Plus some knowledge of what need to edit.
