I have a 96 Caprice that was a cop car. I have 20" wheels on it and the front looks to high. I have read that people are using lowering springs. If that it, then what's the best to use? How long does it usually take to lower the car?

I would not heat the springs. They would be uneven, and the ride would be real firm, since the coils would be closer to each other. I would cut the front coils before I torch them, that's just my opinion. But if you do choose to heat them, make sure you remove the shocks before you do it, Gas shocks are known to explode, very flamable.
Do what Mike suggested and swap out your factory caprice springs for some factory Impala SS springs. It will give you the best quality, and is realitivley cheap. Just my .02.
Send a PM to Kaotic_SS (Mark). He just used my old 9C1 springs that he cut (NOT torched!!!). Turned out perfect with his dubs. He will be able to tell you exactly how much to cut. Take a look at the pics of his car in the Exterior section to see if you like the ride height...
