Are these coil-overs? I've never seen anything like it for B-bodies (I'm used to separatesprings and shocks). Why would anyone whan more lift for the front?

For a truck?

Those would be used on applications such as a wagon or truck that occassionally hauls extra cargo. They don't replace the primary spring (coil or leaf).

but people don't put cargo over the front axle. I could completely understand a rear application.

They look like Monroe SensaTrac 58263 load adjusting front shocks. They run about $60 a pair new. Probably the main use for them is to augment sagging springs.
