One possibility (and something to protect even if it isn't damaged)
Take off the under dash panel and look up at the bottom of the steering steering column. There is a flat small-gauge wire harness that comes along the bottom of the tube. Has something like 8-10 wires, and the connector is several inches after it comes out of the column. The harness includes the turn/wiper/cruise stalk . You can see it slide back and forth when you tilt the wheel up and down, and you can see how it can easily rub a metal edge on the column every time. For me, the two leftside wires frayed at different times and would periodically short out and blow fuses, one for the wipers and one for the TS/brake lights. Splice repairing them was a pain because there's not much wire length to work with between the column exit and the connector
If yours are okay, then great, you can rule that source out, but I recommend adding some elec tape around the harness and a piece on the metal edge to prevent future chafing.
