Not able to recognize ecm thru obd2 yes cig lighter fuse good all other fuses are good.
This may be your scan tool and not a car issue. The PCM is not disabled by the VATS(pass key). Your PCM will still work if the VATS module is not working.
Starter turns over with remote.
I suggest that you trace the yellow starter wire from the ignition switch(base of column) to the remote starter. Remote starters usually just bypass the starter switch. Why can the remote crank the starter but not the key switch? The VATS module may not be involved in your problem.
Remote starters have to do many things to start the car. Some have a "Anti Grind" feature to prevent key starts after a remote start. This means a relay cuts power from the key. A malfunctioning RemSt or it's starter relay(s) can stop a car from key starting. Some go into a "Anti Theft" mode and block the key start.
The other RemSt problem is with the VATS system. A remote start "bypasses" the key and substitutes a resistor for the key resistor. You should check this relay is working properly. It may be causing the VATS to not "see" the key resistor.
Dash does not light up warning light and only displays km turn indicaters are fuctional.
When the key is turned to run the MIL,ABS,SIR,Brake, and VATS should all light up. Theses are separate systems.
Is this module (VATS)able to be tested?
When cranking the relay coil should have power. There is no use checking for the VATS to PCM pulse signal if the VATS does not power the VATS starter relay.
Again I recommend that you are sure the remote starter is not sabotaging the car.
You mentioned km, what part of Canada are you in?
