Lever inside the trunk?

So my dad bought a 1996 Fleetwood as a driver, we've been looking at it closely and in the drivers side interior trunk theres a small slide lever that is stumping both of us. What is it? Whats its purpose? Thanks guys.

Lock the license plate so you don't get your fuel stolen?

There should be a switch in near the driver's seat to release it electrically.

I have this feature in my Fleetwood.
Kept finding it locked all the time when I put gas and was wondering how the heck was it happening...now, it makes sense (according to the attached article/picture) that it locks when you lock/unlock all doors in the car.

Fred, where is the switch you are talking about?
