my radio stopped working!

Hi guys, I have a stock gm cd player in my 96 9c1 and it quit a few weeks ago. It has power from the dimmer circuit (the button lights come on with the headlights) but no constant power. The ignition (on and accessory)circuit shows 11.8 volts when it should. I checked the fuse for constant and it has .3 volts. Sounds like a bad ground and its back feeding? Oh, it ate one of my cd's too (wont spit it out)! I tried cleaning the grounds under the parking brake but they were in good shape, and the fuse block had alot of build up which came off ... which helped get a better voltage when ignition switched on. I still cant find why I dont have 12v constant. Any tips on removing the fuse block for cleaning?

How about where to look for the power input on the fuse block?Or a good fused power source nearby i could use? Is there an easier way to access the back of the fuse block for more wire testing?
