No key in? Well then maybe a dying (or short) on some relay (turn? hazard? stop pedal safety?) cycling a million times/second? What makes me think that is you get EXACTLY the same sound from the Mixture Control Solenoid on a CCC carb on an '88 MCSS for the first 15 seconds after turning the key on.
Now if the key was in and not running I'd say something in the blower fan (twig, leaf) acting like a baseball card in a bicycle wheel.
