Many of us with 96s(stock OBD2) switch to using an OBD1 94-5 pcm do to cheaper scanning, programming and logging software, The OBD1 pcm cannot pass an OBD2 plugin test.
Another thing that can mess up OBD2 plugin testing is disconnecting the battery before the test, it takes a couple days of normal driving to make the pcm see everything as functional.

It sounds like he's saying that he can't communicate with your computer. If you have a Autozone store local to you, go over there and ask them if thay can scan your computer for any error codes. If they have problems too, it's your car and not the testing station's equipment. Since the car runs, I doubt that there's anything really wrong with the computer. It might be as simple as a problem with the cable connecting the computer to the OBDII connector under the dash (below the steering column).

I can not say for certain that is the cause but very well could be. How much driving did you do after you hooked it back up and before the test?

MAUSS's suggestion is a good one too, that way you can check that part of things out and hopefully make sure you get through on the free recheck
