I have a 94 impala and my tag light is not working I have changed the bulb and I have replaced fuses where can I look to see what's cousing it not to come on

Did you check for power at the socket? The only thing left is the ground. If the power does not have any place to go, it will not work.
Check the wiring harness that feeds the light where it comes up the trunk hinge arm on the drivers side of the car. After many years the wiring can become brittle and break. I had to splice mine back togeather. On mine it was the ground which is common with the trunk release solenoid, which was also, not working.
